RestrictedTelegram applied a real limit (confirmed via @SpamBot) — usually from too much activity while too fresh. Can't message freely. Rest it; it typically lifts on its own as the account ages.
FrozenFrozen by Telegram (sending blocked). Warm-up stops for it.
